Shift the "User Reports" page to major rule violations only

The reports on various users for small reasons have appeared to get out of hand, especially with a lot of them being minor rule violations such as "section misuse" or "single upload related reasons". A lot of them feel like they don't deserve immediate action as opposed to vandalism/sockpuppetry.

To set the record of reporting a user on this site, I think major rule violations should only be valid in this case. Camenati (talk) 18:53, 10 February 2023 (UTC)
